Outreach Announcement

The USDA Forest Service - Alaska Region, Engineering & Information Management, is outreaching to fill a Permanent Full-Time Biological Science/Resource Information Specialist, GS-0401/1301-12/13 position. The position serves the Alaska Regional Office and is responsible for planning support and developing a comprehensive, integrated natural resource information program for the Region.

This position is located at the Regional Office in Juneau, Alaska. Positions located in the Alaska Region receive a locality payment of 25.16%. Additionally, employees located in Juneau, Alaska receive a 5.31% Cost of Living Allowance (COLA) which is not federally taxed. Position provides leadership, scientific expertise, and support in addressing a wide array of resource information needs including, but not limited to:

  • Leads the establishment and management of natural resource information systems to facilitate spatial and tabular analyses and assures the integrity, compatibility, and cost efficiency of corporate resource information databases.
  • Serves as Regional technical authority, consultant, troubleshooter, implementation lead, and training contact for natural resource information applications. Establishes and maintains processes and procedures to provide for quality control of the region’s corporate data assets.
  • Plans and coordinates the development, management, implementation, and evaluation of database management practices and standards across the Region and with multiple staff areas at the Region and Forest organizational levels.
  • Advises Regional Office Directors in special problems relating to policy changes, additional proposals, coordination and relationships among Forest Service resource information processes.
  • Serves as representative and spokesperson for the Region at national resource information meetings, workshops and conferences. Provides input to and coordinates with Washington Office and other Regional program managers on the development of policies and implementation of national corporate databases.
  • Supervises up to six GS-11/12 Biological Science/Resource Information Specialists and/or Information Technology Specialists. Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit’s work.

BLM is seeking a dynamic and energetic individual to join the team as a Geospatial Ecologist, Geographer, or Ecologist for the Bureau of Land Management (BLM) National Operations Center, located in Lakewood, Colorado -- in the Denver metro area.

The incumbent of the position will:

  • Serve as a consultant and technical advisor/lead to senior subject matter specialists, state geospatial ecologists, high level bureau officials and interagency teams;
  • Ensure that statistical analysis and data collection regarding inventory, assessment, and monitoring is coordinated across geographic areas and administrative boundaries;
  • Lead the development of multi-scale statistical analyses, statistically valid sample designs, and decision-support tools;
  • Generate ideas for analysis of data, recognize and test relationships, evaluate landscape health and changes over time, perform causal analysis, and present interpretations and implications resulting from the analyses;
  • Provide expert technical advice and direction regarding the collection of inventory, assessment, and monitoring data for major projects and/or studies;
  • Develop new methods and tools to improve the collection of data needed to monitor and study ecological change. Manage existing databases;
  • Use qualitative and quantitative methods of statistical analysis (e.g. regression analysis, correlation, analysis of variance) to produce scientifically defensible reports, plans, and presentations;
  • Coordinate activities with other agencies, interest groups, and teams to investigate and assess the current state of knowledge related to geospatial analysis, remote and direct monitoring, and support applications;
  • Promote and implement an integrated training program to teach basic and complex skills in geospatial and ecological modeling and analysis;
  • Assemble data in both tabular (tables, graphs and charts) and narrative form. Provide analysis, interpretation, conclusive recommendations, and presentations to a wide-range of audiences from field staff and peers to high level senior executives.
