The Chugach National Forest (CNF) is seeking qualified, self-motivated, service oriented individuals interested in a 120-day detail/temporary promotion opportunity and/or permanent full-time position as GS-0401/0101/1301-7/9 GIS Specialist position for the Supervisors Office located in Anchorage, Alaska.

This position serves as a member of a team of three geographic information specialists that provide forest-wide service. The incumbent is responsible to work as a GIS team member, manages data life cycle management, and supports managers and resource specialists in the use of geospatial technology for land, natural resources and ecosystem management.

Brief Description of Duties:

As a member of the forest’s GIS team, this position provides support and service to Chugach SO and 3 ranger districts. This position assists with the development and use of spatial data and advanced geospatial applications for the Forest, and as well as the maintenance of the Forest’s spatial and tabular databases and associated national applications.

The incumbent will work with resource specialists to update databases, ensure regional and national data standards are met, ensure data accuracy, resolve errors and update metadata. Duties will also include manipulating and analyzing geospatial data to support management decisions, planning, and monitoring activities; compile data to create maps for resource programs, planning documents, management alternatives and other projects; provide informal GIS training and technical support to resource specialists and local GIS users; respond to information requests; and provide GIS support for Forest Plan Revision. Experience with ArcSDE, Spatial Analyst, Model Builder, LiDAR, ArcPad, Trimble GPS, Pathfinder Office, ERDAS Imagine, eCogniton, ArcGIS Online, PL/SQL, and Python is a plus.

This position independently provides Geographic Information Systems (GIS) design, implementation, data management, and technical support to the Division of Wildlife Conservation. This includes programming support, design, development, and maintenance of geospatial databases for the computation, analysis, and delivery of geospatial data and products. This position supervises one GIS Analyst, and helps coordinate joint GIS infrastructure and shared resources within the Department.

Key responsibilities include the following:

• Perform programming tasks to develop and maintain web-based user interfaces to GIS resources.
• Assist in establishing geodatabase and GIS data quality, handling, and integrity standards for the department.

The Alaska Region, Engineering & Information Management, is outreaching to fill a Permanent full-time Cartographer, GS-1370-11/12 to be located in Juneau, Alaska at the Regional Office. This is a non-supervisory position, serving as the Cartography specialist in support of the unit’s cartographic production and publication.

This outreach serves to gauge interest for a future vacancy announcement. Reassignment for eligible Forest Service candidates at the full performance level (GS-12) may also be available. TOS may be negotiated.

This position is located at the Regional Office in Juneau, Alaska. Positions located in the Alaska Region receive a locality payment of 28.02%. Additionally, employees located in Juneau, Alaska receive a 3.74% Cost of Living Allowance (COLA) which is not federally taxed. Position is responsible for delivering high quality cartographic products and related geospatial support to the Alaska Region to support land, natural resources and ecosystem management by providing a wide range of activities including, but not limited to:

• Developing and managing the Alaska Region’s cartography production, geographic names and map sales programs, collaborating/coordinating with forest, region, national and non-federal entities.
• Using professional knowledge of theories, principles, practices and techniques of cartography to plan, estimate, and schedule unusually difficult and complex work projects connected with the photogrammetry process, remote sensing, GIS, geodesy and cartography.
• Applying new and evolving state-of-the-art technology and automation techniques (scripting and programming tools) to design and produce attractive, accurate, cost effective, professional cartographic products and reports that meet the specific needs of the agency’s program, resource and land managers, and the public. The maps may be standard Forest Service products or custom designs.
• Applying the principles and applications of modern cartography, with emphasis on photogrammetry, statistics, remote sensing, digital image processing and photointerpretation to evaluate source material; research, analyze, select and prepare photographic and cartographic materials.
• Working as part of a regional team, modernizes traditional map production using appropriate analysis, design and production tools systems, such as geospatial information, photogrammetric systems, graphic design, image processing software, cartographic production systems, web mapping applications and global positioning systems.
